This position is located in the Materials Management and Environmental Services Department, NIH CC. The NIH CC is a research hospital and ambulatory care research facility that supports the Intramural Research Program of the National Institutes of Health. As the Supervisory Supply Management Specialist of the Bulk Supply and Services Section, the incumbent performs supply management duties and responsibilities; serves as a COR II for bulk supply and services contracts; and supervises the staff.

Duties

Overseeing, maintaining and anticipating medical facility bulk supplies and equipment and facility services in the NIH Clinical Center. Creating, implementing and aligning processes and policies for the storage and distribution of medical facility bulk supplies and equipment and facility services throughout the NIH Clinical Center. Overseeing technical contract matters including, but not limited to, maintaining working files and inspecting and accepting contractor deliverables. Exercising full supervisory responsibility over the staff of the section through two GS Lead Supply Technicians who lead other supply technicians and a WG supervisor who supervises a team of WG material handlers.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • The work requires regular and recurring physical exertion such as long periods of standing, walking, bending, stooping, reaching, and similar activities in and around storage areas and the Clinical Center.
  • Work is performed in a setting in which there is regular and recurring exposure to moderate discomforts and unpleasantness such as high levels of noise, high temperatures in warehouses, or adverse weather conditions at open storage sites.
  • The incumbent is required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, etc. in the storage area and must follow special precautions when working around storage areas.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450.
  • A one-year supervisory trial/probationary period may be required upon selection/placement.
  • This position is designated as a Tier I "emergency essential" position.

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: establishing medical supply, medical equipment storage, distribution procedures and guidelines; managing and administering medical supply, medical equipment, contracts, and budgets; analyzing supply practices, models, and systems; processing, developing, and recommending strategies that improve operations and efficiencies.
