This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Naval Surface Warfare Center Panama City Division's Business Director.
Duties
You will align NSWC Panama City's business operations with the Command's strategic plan, mission, vision, along with the Commanding Officer's and Technical Director's goals and objectives.
You will work across NSWC Panama City Division leadership with a focus on both business process efficiencies and stewardship of our technical domains.
You will be responsible for Command workloads planning and assessment; budgeting; leading strategic planning initiatives; coordinating with the Comptroller to establish Department financial targets; and workforce shaping.
You will assess the current health of all business and human capital elements of the organization and forecasts and establishes plans to meet future business performance goals.
You will lead the preservation of our Technical Capability responsibilities, Technical Capability Health Assessments, Business Capability Health Assessments (BCHA), and Facility Capability Health Assessments.
You will identify and implement tools and systems to capture the proper Objective Quality Evidence (OQE) to allow for fact-based decision making in all business operations decisions.
You will lead internal and external teams, evaluate stakeholder inputs, promote business transparency, and develop plans and options to drive the Division?s business strategies to optimize utilization of resources.
You will identify and leverage a wide variety of business data to optimize business operations execution.
You will develop and implement metrics, tracking tools and health assessments.
You will assess the impact of compliance and identify options to optimize business process efficiency.
You will serve as Chairperson of the Deputies Forum (DF), Civilian Resource Review Committee (CRRC), and the Facilities, Logistics, and Equipment Review Board (FLERB).
You will serve as supervisor of the Strategic Planning Office (00X) performing planning, compensation management, coaching, hiring, talent management and applying EEO principles.
You will utilize experience in organizational operations and management to include project management, customer relations, budgets, finance, personnel challenges, organizational structure, and technical/administrative functions and processes.
You will envelop networks and build alliances internally and across the Naval Research and Development community to achieve common goals.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and executing key resource plans and strategic objectives to meet technical and business operational requirements of an organization.
