The Engineering and Technology Directorate (ETD), Mission Engineering and Systems Analysis Division, Instrument and Payload Systems Engineering Branch (Code 592) at Goddard Space Flight Center is recruiting for a new cohort of talented engineers to participate in the Systems Engineering and Education Development (SEED) Program. The SEED Program is an effort of ETD to develop in-house discipline engineers into fully qualified Systems Engineers (SE).

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Collaborate with scientists and engineers to develop feasible mission and instrument architectures outlining the baseline approach to the various mission elements: flight, ground, launch vehicle, concept of operations, and instruments. Conduct engineering trade studies to help mature mission and instrument concepts. Studies look at design options and determine the system-level impacts of those options, optimizing performance within cost and schedule constraints. Lead the overall technical team across multiple disciplines, providing direction, gathering information, identifying risks, and making decisions to improve the likelihood of mission success. Manage the technical baseline by establishing and managing requirements and technical resources. Plan and perform verification and validation of the system. Define tests and analyses necessary to demonstrate the system meets its requirements and will meet science objectives. Evaluate test and analyses artifacts from verification and validation plan execution. Lead the technical team through system-level integration and test and early flight operations, ensuring appropriate resolution of anomalies and issues.

Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • The SEED Program is based on four fundamental elements: a curriculum of well-defined course work; on-the-job development through a series of year-long rotational assignments; leadership training; and mentoring by senior engineers
  • Engineers selected into the SEED program will embark on a series of year-long rotational assignments, coursework, and mentoring based upon the candidate's skills and SEED Development Plan which will be tailored to developmental goals
  • Graduation from the program will be confirmed by the SEED Advisory Board after all defined coursework and rotational assignments have been completed
  • Selectees who are currently at GS-13 and above will be detailed at the grade they currently hold
  • Participants at GS-13 will be eligible for promotion after a minimum of one year in the program, experience providing basic Systems Engineering proficiency, leadership experience with moderate complexity, and approval from SEED steering committee.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level. Serving as a principal contributor or coordinating a team project as a product development or technical lead Performing work in at least two phases of the development cycle, i.e., preliminary design and technology completion/ detailed design and fabrication/system assembly, test, and launch/ operations Providing advice or recommendations for solutions to resolve a variety of engineering issues To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level Leading a multidisciplinary team as a product development or technical lead Performing work across multiple phases of the development lifecycle, i.e, preliminary design and technology completion/ detailed design and fabrication/system assembly, test, and launch/ operations Implementing risk mitigation strategies Contributing to the infusion of new technologies To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level. Leading a large, complex, multidisciplinary team as a product development or technical lead for the design and development of instruments, spacecraft, and/or ground systems Providing expertise across multiple phases of the development lifecycle, i.e, preliminary design and technology completion/ detailed design and fabrication/system assembly, test, and launch/operations Providing expertise and leadership in resolving aerospace engineering problems Developing risk mitigation strategies Providing direction for the infusion of new technologies Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
