You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Budget Division within the Comptroller Department of NAVAL SURFACE WARFARE CTR CORONA DIV, located in Corona, CA.
Duties
You will serve as a bridge between the department and the division and ensure alignment with the Command strategic direction.
You will supervise, coordinate and oversee the efforts of Financial Analysts involved in budget development, execution analysis and the administration of direct and overhead funding.
You will formulate strategies, develop objectives, and set priorities, and lead change consistent with the Command strategic direction and department goals.
You will manage division core technical capabilities in terms of people, process, tools, and infrastructure and plans for needed or mandated changes in size and composition of staff.
You will assist the Deputy Comptroller and Comptroller in the management and coordination of a staff directed to the efficiency and economy of the financial operations of a Working Capital Funded Command.
You will review directives and changes to budget/financial policies while assessing the effects on budgetary and funds administration policies and procedures, and taking action as necessary to document and implement required changes.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (equivalent to GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading elements of a financial management program (i.e budgeting, execution, financial reporting, funding) in a corporate business environment.
