Duties
Develops advice and guidance for assigned organizations on the preparation of budget estimates
Prepares detailed analyses and critiques of estimates provided. Provides recommendations to senior budget analyst
Monitors, reviews, and analyzes the execution of the approved budgets to assure that funds are properly allocated and are being committed, obligated and disbursed in a timely and effective manner in support of authorized management objectives
Drafts and issues procedural instructions and guidance for use by assigned organizations in planning and estimating funding needs. Establishes procedures for requesting funds, travel orders, etc.
Determines the amount and timing of funding ceilings to be distributed among subordinate offices in response to changes in programs, staffing levels, and/or fund availability
Incumbent is the single professional financial budgeting and accounting authority for the assigned programs As required, prepares briefing charts and/or provides statistics, reports, data analysis, to management and colleagues
Requirements
- Must be a U.S. citizen
- Security Requirements: Must be able to obtain and maintain the appropriate security clearance
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- Position requires DoD FM Level 2 certification in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, United States Code
Qualifications
To qualify at the GS-12 Level you must possess one year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector.
Creditable specialized experience includes:
Monitoring, reviewing, and analyzing the execution of an approved budgets to assure that funds are properly allocated and are being committed, obligated, and disbursed in a timely and effective manner in support of authorized management objectives
Determining the amount and timing of funding ceilings to be distributed among subordinate offices in response to changes in programs, staffing levels, and/or fund availability
Recommending and executing actions on funds request and programs funds between offices to finance new and/or revised requirements and to support accomplishment of planned operations
Determining the proper funds to be used for specific transactions; maintaining proper accounting records to track status of funds
Conducting a fiscal review of proposed obligations to ensure they meet the intent of the appropriation law, are proper in amount, and are being obligated in the correct fiscal year
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
