Employee will serve as the Supervisory Program Specialist - Facility Telehealth Coordinator aligned in Clinic Practice Management located at the Samuel S. Stratton Veterans Affairs Medical Center in Albany, NY and supports Community Based Outpatient Clinics and other leased space. Programs will include, but not limited to, Home Telehealth, Clinical Video Telehealth, Store and Forward technologies, and Rural Health Van.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Supervises the day-to-day activities of Telehealth technicians. Develops work assignments, establishes guidelines and expectations of staff. Develops performance measures and standards and observes worker's performance. Conducts work performance critique and provides advice and counsel to staff. Conducts overall planning, coordination, implementation, management, and evaluation of clinical applications of Telehealth programs, with emphasis on improving access to patients. Conducts interviews and recommends personnel actions. Works with primary care providers, health care professionals, team members, other clinics, internal services and community agencies; and works with network and facility leadership to incorporate new concepts and programs into existing systems. Provides education/training to staff impacted by the program, role, or technology changes. Applies knowledge of funding sources and methodologies, third party collections, sharing agreement revenues, contracts, and enhanced use revenue. Participates in management discussions, decisions, and policymaking, and ensures program goals and priorities are in congruence with the national and local Telehealth programs. Develops, refines, implements and evaluates comprehensive strategic plans for programs. Provides leadership and expertise to committees, study groups, project assignments; develops data, formulates plans, and prepares position papers that impact planning for Telehealth as a whole. Engages in outreach planning and activities. Maintains linkages and effective communications with national training centers to ensure facility staff has the educational background, experience, training or certifications consistent with the Telehealth programs' mission, goals and objectives. Assures the facility establishes and utilizes workload reporting and data management systems. Monitors core quality and performance measures for all Telehealth programs. Works with department managers to provide activity coding for consistent workload tracking and reporting. Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of Telehealth. Directs the identification and incorporation of computerized data and information management tools and systems needed for Telehealth clinical care, as well as management of workload, budget, fiscal impact, and challenges and outcomes. Seeks opportunities for program expansion, including external support and resources. Collaborates with facility Telehealth program to maintain inventory of Telehealth technology including hardware, software, and associated licenses. Assures that technologies comply with the requirements of the Health Information Portability and Accountability Act (HIPPA) and other relevant directives and guidance. Develops, tracks, and disseminates outcome measures, including clinical data, patient and travel costs, and patient and staff satisfaction measures. Performs other duties as necessary. Work Schedule: Monday-Friday, 8:00am - 4:30pm. Work hours may vary at times to accommodate clinical staff on irregular shifts. Qualifications

To qualify for this Supervisory Program Specialist GS-11 position, applicant(s) must meet at least one of the following minimum qualification requirements. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes administrative and clinical experience, planning and evaluating programs for Home Telehealth, Clinical Video Telehealth, Store and Forward technologies; overseeing/coordinating projects and programs; utilizing videoconferencing, networks, and computer-based technologies; communicating both in-person and in-writing; and understanding/utilizing new approaches to Telehealth care delivery. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education (in excess of 2 years) combined with specialized experience described above may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work may involve some degree of physical effort in testing and operating equipment. May be subjected to stressful situations, as video teleconferencing and telemedicine systems can require immediate responses to unpredictable problems.
