The position is located in the VA Portland Health Care System (VAPORHCS) Executive Office. The VAPORHCS is a 1A complex VA Health Care System, with a large education and research program and is the tertiary and regional referral center for VISN20 with a budget in excess of $650 million. Relocation/Recruitment Incentives: Authorized for highly qualified applicants. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

Duties

The incumbent serves as a senior advisor and directly reports to the Chief of Staff (COS) in the Executive Office at the VA Portland Health Care System (VAPORHCS). VAPORHCS is affiliated with the Oregon Health Sciences University (OHSU). The COS office oversees all management of the Medical Practice Group (MPG) Strategic Business Unit (SBU). Primary responsibilities are to oversee and assist in administrative matters and activities of the five major physician based services, which include: Mental Health and Clinical Neurosciences, Hospital and Specialty Medicine, Operative Care, Primary Care, and Rehabilitation and Long Term Care, Research and Development. Additionally, the North West Innovations Center, OEF/OIF Program Office and Coordinated Care Program Office also reside in the MPG. These Divisions encompasses over 1700 employees and 200 contract staff, an annual budget of $300 million dollars and located at the Portland campus with several sub-specialty clinics in Portland metro area, Vancouver, Bend, Hillsboro, North Coast, and Salem Community Based Outpatient Clinics (CBOCs). Duties include review and evaluation of facilities operations, balance and coordination among the facilities programs, resource and position management, strategic and operational planning, space/construction and renovation activities, participating in policy development, and management decisions that impact the operations of the medical center as well as analytical and evaluative work associated with complex issues. Based on comprehensive knowledge of the mission of VAPORHCS and the operational realities existent in the services, is considered an extension of the COS with full representational authority. The incumbent performs management and program work, such as program or office planning, evaluation of administrative programs or issues, correspondence control, liaison, special projects, or board or committee-related work. Independently identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and oral form, which are well-organized, supportable, and clearly expressed Plans and accomplishes special projects. Acts as an expert on special projects, advising top management on major issues. Leads, conducts or participates in complex management studies and reviews, particularly those with wide or significant effect upon the health care system's organizational structure, policies, processes, operations, fiscal control and economy, and those where the boundaries of the studies may be broad and may affect the health care system's affiliated institutions and relationships with the Veterans Service Organizations. Organizes assigned projects; plans, organizes and directs team study work. Ensures action items and goals are identified and communicated to appropriate members of management and labor and accomplished within timeframes and deadlines. Selects qualitative and quantitative methodologies appropriate to the subject under examination. Organizes and leads Integrated Process teams throughout the organization to create process flow charts, recommendations, identification of training opportunities and other requirements that may arise in medical center integrations. Performs staff support work in short and long-range planning efforts. Complies with directives in preparing annual cyclic planning documents. Obtains and consolidates planning information from subordinate units. Incumbent administers planning process and provides authoritative recommendations to the VAPORHCS Executive. Assesses priorities to best meet Veterans' health care delivery needs. Examines programs and recommends expanding, contracting, combining, separating, or realigning them to best meet patient health care needs most economically as well as Congressional mandates, regulatory requirements, VISN requirements, etc Maintains program requirements and validation criteria for assigned organizations. Prompts staff members to participate in cyclic or special evaluations. Reviews reports involving trend analyses and ensures follow-up in these areas. Reviews materials with regards to compliance with the standards of external bodies and accrediting agencies. Analyzes data, identifies trends and concerns of issues. Brings to superior's attention, those areas where possible discrepancies exist. Examples of the Individual Occupational Requirement Experiences as set by the Office of Personnel Management (OPM) for this occupation and grade level, GS-12 may include: Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience: GS-12 Grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: A wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex health care delivery systems, skill and experience in designing substitute solutions for conflicting goals; (2) Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the delivery of healthcare to Veterans by the medical center; (3) Knowledge of VA and VHA program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments, and (4) Skill to plan, organize, and direct team study work and to negotiate effectively with management and outside interest groups to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Ability to design and organize recommendations to manage and lead the integration process of Federal healthcare organizations; Knowledge of Joint Commission accrediting standards and guidelines; Knowledge of other accrediting agency guidelines and standards (e.g. NRA, FDA, CAP, etc.) in order to analyze compliance and changes in requirements. Knowledge of affiliated institutions and related agreements and contracts in order to integrate them into medical center operations. (5) Ability to communicate effectively orally and in writing with a wide diversity of groups, organizations, and people. (6) Knowledge of the Veterans Service Organizations and their areas of special interest (e.g. PVA and SCI) in order to plan and accommodate these interests in the healthcare delivery system. (7) Knowledge of the medical center and related VA computer systems in order to use them and their information in data analysis and evaluation. (8) Knowledge of VA and related safety policies and regulations. (9) Through understanding and experience writing Issue Briefs (IB), coordinating Root Cause Analysis (RCA), and participating or leading Administrative Investigation Boards (AIBs). You will be rated on the following Competencies for this position: Administration and Management Creative Thinking Customer Service There is no educational substitution for the GS-12 level. Physical Requirements: No special physical demands are involved except the ability to work under pressure, tight time deadlines, and rapidly changing priorities - The work requires substantial walking throughout the Health Care System and some travel to other Divisions and CBOCs. The incumbent may work irregular hours. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
