The Section Chief (SC) serves as the FBI's Budget Officer, providing oversight to over $12 billion annually, to include direct, reimbursable, fee-based, and construction funding. The SC serves as an advisor to the Chief Financial Officer on all corporate FBI budget execution and formulation matters as well as serves as the executive manager of the Budget Section.
Duties
The Budget Officer serves as the executive manager of the Budget Section, which is comprised of the Budget Execution Unit, Budget Formulation and Analysis Unit, Financial Analysis and Management Unit, and the Forfeiture and Seized Property Unit.
Coordinate with FBI Executive Management to develop annual FBI budget submissions and justify these requests to DOJ, OMB, ODNI, and Congress to ensure optimal FBI resource levels.
Manage the annual Zero-Based Resource Allocation process to enable funding allocation decisions that align with FBI priorities.
Modernize financial management business processes, ensuring compliance with all relevant laws and regulations, to include Appropriations Acts, Intelligence Authorizations, the Anti-Deficiency Act, and financial audit standards.
Develop long-term financial plans to ensure effective funding allocations for critical operational and infrastructure requirements.
Coordinate with the FFD Procurement Section to more fully integrate budget forecasting with acquisition strategy.
Implement and leverage data analytics capabilities to enhance financial modeling that informs funding allocation decisions.
Initiate and maintain effective working relationships with internal components and external oversight organizations in the development and execution of funding requests.
Qualifications
Candidates should possess strong communication and interpersonal skills as the Section Chief represents the FBI on budgetary matters with the Department of Justice (DOJ), Office of Management and Budget (OMB), Office of the Director of National Intelligence (ODNI), and Congress. A candidate's competitiveness for this position will be evaluated on demonstrated success at an exceptional level in leadership, collaboration, organizational planning, problem solving, and interpersonal ability. Candidates should possess a robust understanding of resource management and federal budget processes, and a strong background in coordinating with internal and external stakeholders in complex decision making.
