This position serves as an executive assistant to the Associate Chief of Staff for Operative Care, Miami VA Healthcare System, Miami, Florida. The Operative Care Service consists of 17 Sections that includes the following: General Surgery, Wound Care, Cardiac Surgery,
Otorhinolaryngology, Gynecology, Neurosurgery, Ophthalmology, Optometry, Hand/ Plastics, Podiatry, Proctology, Thoracic Surgery, Urology, Vascular, and services such as Anesthesia and Dental.
Duties
Responsible for organizing the Operative Care Service and delegating activities under the supervision of the Associate Chief of Staff for Operative Care in the most efficient manner to further the goals of the Service.
Develops both long and short range policies and plans for the Operative Care Service by coordinating data and other input for the service as appropriate, utilizing specialized knowledge of the healthcare industry to incorporate complex and often conflicting information into an organized plan.
Provides formative planning direction, manage and coordinates all administrative aspects, and develops and implements policies and procedures for Operative Care.

Serves as the Funds Control Manager and maintains an awareness of needs and available resources, and makes recommendation to the Associate Chief of Staff for Operative Care and Medical Center management regarding needs, distribution, and redistribution of resources. The incumbentpossesses full authority for fund control points within Operative Care Service.
The incumbent gathers and analyzes budget needs of the service and supervises all Phases of budgeting withinadministrative requirements.
Leads in administering clinical programs under the Associate Chief of Staff for Operative Care concerning such matters of equal opportunity, merit promotion, labor management relations, and positions management.
Responsible for personnel administration including knowledge of personnel operations including development of position descriptions, position classification, grievance, procedures, performance standards, and disciplinary actions.
Certifies position descriptions under the Associate Chief of Staff for Operative Care annually, and makes changes as required to maintain accuracy and relevance to position duties and responsibilities.
In collaborations with Human Resources and the Medical Staff Office, coordinates recruitment efforts for Operative Care Service clinical providers and other direct reports to the Associate Chief of Staff for Operative Care.
Ensures all documents are submitted correctly and timely.
Leads interview panels, develops competency based interview formats, and analyzes candidate qualifications for recommendations to Associate Chief of Staff for Operative Care.
Ensures that all programs under the leadership of the Associate Chief of Staff for Operative Care follow appropriate Equal Employment Opportunity policies and program activities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. The incumbent will help the Associate Chief of Staff for Operative Care coordinates processes of internal review, quality, and productivityinitiatives for the service, developing complex and/or unique quality and productivity programs as necessary.

Approve official for leave and timecards of assigned staff assuring they are complete accurately and in a timely manner.
Responsible for developing performance standards and writing positions of assigned Operative Care Service staff in addition to conducting performance appraisals and recommending performance awards.
