This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as an IT Specialist (ENTARCH) for JS J6, DD C5I AID, Mission Architectures Branch responsible for managing mission thread architecture and mission based analysis activities including development of plan of action and milestone documents, data collection, architecture products and analysis.

Duties

As a INFORMATION TECHNOLOGY SPECIALIST (ENTERPRISE ARCHITECTURE) at the GS-2210-13 some of your typical work assignments may include: Plans and executes actions for the development, technical documentation, analysis and maintenance of DoD mission thread architectures and related data to include processes, information, data, standards and measures. Participates in analysis efforts that apply enterprise architecture design principles to development of mission threads describing the mission activities, systems and participants enabling the analysis of DoD-wide missions and related platforms, systems, and services with appropriate attention to mission partner interoperability. Performs mission-based architecture development and analyses that support identification of Joint doctrine, organization, training, leadership awareness/education, personnel, facilities and policy recommendations for Command and Control (C2), Communications, Computers (C4) and Cyber (C5) interoperability and integration issues and shortfalls. Supports development of mission-based analysis projects to include development of a project plan, data collection, friendly and adversary architecture development, capability mapping and tabletop analysis. Identifies the critical relationships and interdependencies of operational processes, tasks, and supporting system functions. Coordinates work of matrixed personnel assigned to interdisciplinary teams on multiple major projects to ensure that objectives are met and a high degree of effectiveness is maintained. Functions as a team lead, makes assignments, sets priorities, monitors progress, and reports on progress in meeting established milestones and deadlines. Responsible for articulating and communicating to the supervisor and project managers the status of project(s) to include objectives, technical requirements, potential problems and issues, schedules, and milestones to accomplish overall project execution. Monitors, evaluates, and reports on resource needs, work progress, impact to budgets and schedules, and quality of team products to ensure that the supervisor's instructions, priorities, methods, and standards have been met. Oversees creation and maintenance of mission thread architecture processes, data schema and integrated data sets. Guides the development and implementation of mission thread developer and user guides for Joint and Coalition mission threads and the related mission based analyses. Represents the Joint Staff J6 on contacts with external activities including DoD components, other Federal Agencies, State and local governments, and private industry presenting views of the Joint Staff J6 on mission based analysis and mission thread planning, development and reporting matters.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Serving as team lead/technical authority in the development of Enterprise, Mission and Solution Architectures (EA/MA/SA) products utilizing the policies, concepts, principles, and requirements; Analyzing a diverse range of critical and complex problems for Warfighting Mission Area (WMA) operational and system architectures, strategic and operational planning of worldwide missions and functions; Provides guidance on agency architecture tools, products, data, concepts and applications; Applying Command and Control, Computer Communications/Cyber Integration governance and management structures, operational planning and execution functions from strategic to tactical levels for interactions with a wide range of allied, coalition, multi- national, and/or interagency mission partners. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210.
