The Director, Office of Small and Disadvantaged Business Utilization (OSDBU) position is located in the Office of the Director, Office of Personnel Management (OPM). The OSDBU develops comprehensive Agency-wide policies, procedures and systems pertaining to the participation of minority, small and disadvantaged, women owned and disabled veteran businesses in Agency programs.
Duties
As a Director Office of Small and Disadvantaged Business Utilization(OSDBU), you will serve as the Director of OPM's OSDBU and is responsible for planning, directing, implementing, and administering a variety of high complex processes for administering the laws and regulations governing OPM's OSDBU. In accordance with Public Law (P.L) 95-507; the policy of the head of each agency is responsible for effectively implementing the small business programs within the agency, including setting and achieving yearly procurement opportunity program (POP) goals for small and small disadvantaged business contracting. If selected, you will be responsible for:
Serving as a chief advisor and principal consultant to the Director OPM on all matters concerning small, disadvantaged, and women-owned businesses and participates in the overall direction, coordination and management of the Agency's activities related to small, disadvantaged and women-owned business programs;
Initiating, developing, and defining policies, procedures, goals, regulations, and guidance for administering and implementing Agency-wide OSDBU activities;
Coordinating OSDBU activities with OPM's Office of Procurement Operations (OPO);
Reviewing, analyzing, and evaluating broad, varied, and complex legislation and Agencywide administrative programs which relate to functions and activities of small, disadvantaged and women-owned businesses; ascertains problem areas; evaluates proposed actions; and identifies areas where greater participation may be achieved; sets goals and objectives and assesses the impact of changes resulting from programmatic activity in OPM; and
Identifying proposed solicitations that involve contract requirements and works with OPM officials to develop and propose procurement strategies to increase the likelihood of participation of small businesses as prime contractors, or to facilitate small business participation as subcontractors and suppliers.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification, listed below.

TECHNICAL QUALIFICATION (TQ):
Expert working knowledge of Small, Disadvantaged, and Women-Owner Business programs, legislation policies and procedures, goals and objectives combined with a practical understanding of good business practices and effective marketing procedures.
