THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER, Position Description Number D1503P01 and is part of the PA 193rd Air Operations Group, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement.

Duties

As a Theater Aerospace Operations Command and Control Officer, GS-2101-13, you will plan work to be accomplished by the division which consists of full-time Air Technicians, AGRs, as well as traditional Guardsmen engaged in technical and administrative work. Responsible for all division activities based on unit mission and equipment may include any of the following theater level Air Operations program support functional areas: Combat Operations, Combat Plans, and Training/Evaluation, Weapons and Tactics, and Scheduling. Develop long-range training and deployment plans for the division unit to meet training goals, higher headquarters inspection schedules and overseas deployment requirements established by unit senior leadership to meet higher headquarters inspection schedules and overseas deployment requirements. Responsible for senior level Division coordination, planning and execution of Distributed Mission and Reachback operations. Serve as the division representative on the Commander's Financial Management Board. Develop and direct the force level weapons system implementation program in coordination with higher headquarters to meet approved employment concepts. Oversee training of all assigned/attached AOC positionally assigned battle rostered personnel. Monitor the implementation of an effective division safety program for all operations and related ground activities. Develop division policy for flight management personnel to ensure effective and efficient administrative control of all flight documentation and individual flight records. Frequent contact with senior leadership in ACC, AFEUR, USAFE, AFPAC, PACAF, AFCENT CENTCOM, Numbered Air Forces, NGB, and state JFHQ, often to standardize established policy or to advance operational and training initiatives. Maintain positional certification and meet requirements as prescribed by applicable regulations and directives. This position is subject to rotation to perform and supervise the following administrative tasks: Combat Plans: Exercises responsibility for the interpretation, coordination, and conduct of planning and execution for the functional areas; Master Air Attack Planning (MAAP); operational plan (OPLAN) and air operations order (OPORD) development; Air Tasking Order (ATO) generation and distribution; long range/deliberate/crisis action planning; and airspace command and control (C2). Combat Operations: Exercise responsibility for the interpretation, coordination, and conduct of planning and execution for the functional areas; defensive operations; offensive operations data link operations; dynamic targeting; ATO re-planning; reports and weather operations. Strategy and Exercise/Contingencies: Formulation of JFACC strategic guidance; interpretation of higher headquarters' contingency and exercise campaign guidance Acts as the focal point for the coordination of all internal and external exercises. Air Mobility Division (AMOS): Exercise responsibility for the interpretation, coordination, conduct of planning and execution for all aspects of the Air Mobility Division to include: airlift; air refueling; medical evacuation, and logistic movement of personnel and material. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: OFFICER O4 - O5 Supervisor for this position is Lt Col Hensley Manpower # L0868948 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. Experience which included responsibility for the supervision and management of personnel. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
