THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL SPECIALIST, Position Description Number D1507000 / D1934000 and is part of the PA 193rd Air Operations Group, National Guard. 1 or more Position(s) may be hired against this Announcement. Duties

As a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL TECHNICIAN, GS-2101-09, you will administer prepared lesson plans from standard formats to ANG military AOC Weapons System Specialists. Exercise responsibility for having the necessary training materials available for each lesson, and for scheduling the classroom and necessary equipment. Instruct specific courses in all AOC phases of operations. Teach formal training directives and adjust course materials to meet individual requirements. Document required training records. Conduct training utilizing AOC plans and operations processes, procedures, systems, and specific positional duties. Maintain technical familiarity of equipment assigned to the AOC weapons systems and its interface with applicable U.S. and allied aircraft, space weapons systems, search and rescue, theater missile defense, and air tasking order development and execution. Required to maintain positional certification commensurate with their applicable AFSC and successfully complete all rectification required by MAJCOM guidance. Subject to rotation to perform administrative tasks in either of the following Air Operations Group program support functional areas: Combat Plans/ATO Production: Utilize integral knowledge of all aspects of ATO production and generation, supports all functional areas responsible for the production of the daily tasking order as well as its dissemination; Combat Operations: Support the collection, review, and dissemination of data on tactics and employment techniques for all weapons systems (friendly and enemy). Perform other duties as assigned. As a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL SPECIALIST, GS-2101-11, as a certified trainer, you will administer refresher and advanced training to ANG military AOC weapons systems positional specialists. Interview assigned enlisted AOC personnel to determine operational background in their respective weapons systems/specialties. Assist in the planning and development of instruction on AOC operations skills. Develop and instruct specific courses in all AOC phases of operations. Project enlisted unit training requirements. Maintain a thorough working knowledge of all technical aspects of equipment assigned to the AOC weapons systems and its interface with applicable U.S. and allied, aircraft, space weapons systems, search and rescue, theater missile defense and air tasking order development and execution. Support and assist the development of briefings and mission preparations including: combat planning, weather factors, mission objectives, and other agency coordination to ensure effective mission execution. Incumbents of these positions are subject to rotation to perform administrative tasks in any of the following Air Operations Group program support functional areas: Training/Evaluation: Assist in the design and coordination of comprehensive training plans and scenarios to provide realistic technical AOC training; Combat Plans: Assist in the interpretation, coordination and conduct of planning and execution of higher headquarters' contingency and exercise campaign guidance; operational plan (OPLAN) and air operations order (OPORD) development; provide technical expertise in ATO generation and distribution; airspace command and control (C2); Combat Operations: Assist in the collection, review and dissemination of data on tactics and employment techniques for all weapons systems (friendly and enemy); Interface Control: Manage all technical aspects of datalink interfaces in order to provide an accurate and consolidated air picture in the AOC; Airspace Management: Responsible for integrating all allocated airspace for a given theater of operations, both CONUS and OCONUS; AMD Air Refueling: Exercise responsibility for the planning and execution of Air Refueling missions required to support air campaign plan. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: Enlisted: E1-E9 Officer: O1-O5 Supervisor for this position is Lt Col Hensley Manpower #: L1045324 GS-09: $57,118.00 - $74,250.00 Developmental GS-11: $69,107.00 - $89,835.00 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Application must indicateat least 24 months experience, education, or training in mission planning for preflight, in-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. GS-11 Application must indicate at least 36 months experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
