The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory civilian employees assigned to the Headquarters Cyberspace Capabilities Center (HQ CCC).

Duties

Plans, organizes, and directs the activities of a critical cybersecurity support function, ensuring that the cybersecurity programs and functions within the branch's scope comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents HQ CCC with a variety of installation and functional area organizations. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Represents the AF and the center IA stance at meetings, working groups, briefings, and/or conferences. Participates in management reviews, working groups, and user groups.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Top-Secret clearance.
  • IAW DOD Manual 8570.01-M, Information Assurance (IA) Workforce Improvement Program dated 19 Dec 05 and 20 Apr 10 Change 2; this position has been identified as an IA workforce position.
  • Incumbent must achieve appropriate IA certification (as identified by HQ CCC management) within 6 months of assignment to IA duties. Incumbent is also required to maintain required IA certification while assigned to this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes knowledge of and skill in applying a wide range of IT/communications security systems and IA concepts, principles, practices, and methodology found both in the Government and private industry. Mastery knowledge of a broad range of enterprise network security systems and operations with emphasis on network security. Knowledge of safety and security regulations, practices, and procedures. Technical knowledge of IT/communications systems management regarding oversight and performance management, program management; and knowledge of hardware, software, and operating configurations, security, policies, and procedures. Knowledge of IT systems development, life-cycle management, acquisition, documentation, and rigorous application of security program concepts, techniques, policies, and principles. Knowledge of the AF and DoD IT/communications security and IA systems infrastructure and trends in present and emerging technology, capabilities, and functionality. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying a wide range of IT/communications security systems and IA concepts, principles, practices, and methodology found both in the Government and private industry. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
