This position is located in the Office of Integrated Veteran Care, Integrated External Networks, Veteran Family Member Program, Program Management Office. The PMO supports VFMP's administration and oversight over five programs that serve Veterans and their beneficiaries- CHAMPVA, Spina Bifida, Children of Women Vietnam Veterans, the Foreign Medical Program and the Camp Lejeune Family Member Program. This position supports the creation and maintenance of dashboards and other tools.
Duties
Duties include, but may not be limited to:
Analyze and evaluate agency functions and activities, while also evaluating proposed changes in mission, operating procedures, and delegations of authority.
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of data in meeting established organizational goals and objectives.
Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.
Responsible for trouble shooting all manner of process-related problems and operational dashboards.
Analyzing management information needs to develop program or administrative, reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS -11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. You will be rated on the following Competencies for this position:
Plan and conduct program studies and analyses, and to formulate reports and recommendations regarding the effectiveness and efficiency of program operations.
Utilize quantitative and qualitative analysis methods and techniques in order to carry out responsibility for all program analysis functions.
Present conclusions and recommendations based on analysis and evaluation to operating or management officials for their use in ensuring efficiency, economy, and balance in the development and execution of operating programs.
Develop and recommend changes in program objectives to ensure sound utilization of human, financial and material resources
Display knowledgeable understanding of the Health Insurance Portability and Accountability Act (HIPPA) of 1996
