About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as the Civilian Training and Development Specialist.
Identify organizational training needs, evaluate effectiveness of training courses, and review, interpret and apply pertinent regulatory and procedural guidelines.
Monitor, administer, and advise on special Command-wide training programs such as career intern and other employee development programs.
Provide advisory services to management to address critical organizational development needs.
Assess results and develop program strategies and implement initiatives to fulfill requirements.
Utilize an intense understanding of broad management objectives and implications of training.
Determine training needs which best fit the Civilian training approach.
Monitor a Command-wide training budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Must successfully complete an initial and periodic Counterintelligence-scope Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.
- Position is subject to situational or ad hoc telework which will require a telework agreement.
- Duties of this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts (12 hours); 24/7 rotating shifts, nights, weekends, and/or and holidays as required.
- The employee is subject to recall for urgent situations and working extended overtime in response to surge situations.

Specialized experience would be demonstrated by comprehensive knowledge of a variety of workforce management disciplines, programs, initiatives, and processes, and their interrelationships with other civilian personnel functions for the purpose of planning, organizing, evaluating, and resolving workforce management issues; knowledge of workforce management program goals and objectives to measure and evaluate results through analytical and statistical methods and techniques; provide recommendations to address the impacts on the USACPB; and knowledge of civilian workforce management policies, procedures, and requirements.
