This position is assigned to the Specialty Program Department, Veteran and Family Member Program (VMFP) Directorate of the Department of Veteran Affairs (VA), Veterans Health Administration Office of Integrated Veteran Care (IVC). The incumbent is regarded as an expert regarding business process functions related to health care claims processing, claims reimbursement queues, resolution team functions, vendor file management, and third party identification.

Duties

Duties include, but may not be limited to: Serves as a technical expert as it relates to the operations i.e., new programs and/or initiatives that have a direct impact on claims processing for several programs to include the Spina Bifida Health Care Benefits, Children of Women Vietnam Veterans, and the Camp Lejeune Family Member Program. Assists in the development and implementation of internal control and auditing methodologies to ensure full compliance with sound quality controls. Recommends and implements changes to improve the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments. Identifies and recommends solutions when effectiveness of existing procedures and policy is no longer effective or demonstrated. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Develops work improvement plans, recommends disciplinary measures and personnel administrative actions as necessary. Plans, directs, and supervises work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Maintains sponsor and beneficiary file records in accordance with established guidelines and ensures that records are properly scanned into system accurately and within established time frames. Work Schedule: Monday-Friday, Between 6:00am-4:30pm (Negotiable) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Display knowledge and experience in the healthcare industry which provides an overall knowledge of claims processing operations. Present conclusions and recommendations based on analysis and evaluation to operating or management officials for their use in ensuring efficiency, economy, and balance in the development and execution of operating programs. Develop and recommend changes in program objectives to ensure sound utilization of manpower, money, and material resources. Manage multiple tasks concurrently, effectively, and efficiently within established parameters and timelines; Provides personnel management by ensuring compliance with established policies and procedures, assigning and reviewing work, and providing guidance on priorities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent You will be rated on the following Competencies for this position: Analytical ReasoningCompliancePlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves movement throughout the Health Administration Center.
