You will serve as a PROGRAM ANALYST in the MISSIONS PLANNING & OFF-BOARD MISSIONS SYSTEMS, SPECTRUM WARFARE DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will possess a working knowledge of Digital Precision Strike Suite (DPSS) Windows and Android application. You will provide analytical support through associated Agile Sprint cycles in conjunction with the Foreign Military Sales (FMS) System Engineers. You will review the requirements for each assigned Country case and then develop project evaluations on Level of Effort for software delivery schedules, publication release, and any training events requested within each assigned case. You will develop Rough Orders of Magnitude (ROMs; estimates) and Statements of Work (SOWs) to facilitate requirements of foreign partners. You will present briefs at Program Management Reviews, Technical Interchange Meetings, and budget planning and execution sessions. You will demonstrate an ability to answer technical questions about the software, address concerns dependent upon each country?s requirements, and offer suggestions for product improvements and fixes.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Working knowledge of Digital Precision Strike Suite (DPSS) Windows and Android applications; 2) Demonstrating an ability to answer technical questions about software, addressing concerns dependent upon each country's requirements, and offer suggestions for product improvements and fixes; 3) Providing overall direction, coordination and management of all facets and functions of a major technical program or several closely related technical programs; 4) Presenting briefs at Program Management Reviews, Technical Interchange Meetings, and budget planning and execution sessions. Education

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree
