This position is located in the Department of Health and Human Services, Administration for Children and Families, headquartered in Washington, District of Columbia. Duties

WHAT YOU'LL BE DOING DAY TO DAY: As a Child Support Program Specialist, you will use your knowledge of and experience with the Administration for Children and Families, Office of Child Support Services,to optimize business results and customer experience by: Providing technical assistance and advice to grantees, other regional staff, training/technical assistance providers, Federal, State, local and Tribal governments, universities, community groups and private agencies on matters pertaining to the development and operation of assigned child support services (CSS) programs. Assisting in the revisions of policy and procedures as well as the development of program plans and project proposals to meet Federal requirements. Providing advice and consultation to grantees in the development of grantee plans based on new regulations or policies. Interpreting and explaining Federal regulations, program policies and guidelines which pertain to grantee agencies and appropriate regional office staff, as well as staff in other Federal, State, local and Tribal governments, private agencies, and organizations associated with assigned programs. Reviewing and analyzing grantee plans and/or grant award requests to ensure compliance with regulations and performance standards and to assess the degree to which grantees are utilizing refined program, administrative and technical techniques, and methods in serving client needs, as well as to determine the effectiveness of program operations. Monitoring and maintaining the knowledge of grantee's planning, administration, assessment, and delivery of service activities. Optimizing utilization of funds necessary to the programs.

Qualifications

WHAT WE ARE LOOKING FOR: Applicants must demonstrate that they meet the Basic Qualifications AND Specialized Experience requirements as noted below. Basic Qualifications: A. Degree: behavioral or social science; or related disciplines appropriate to the position. (Transcripts must be provided) OR B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Transcripts must be provided) OR C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND Minimum Qualifications: Must have one-year of specialized experience to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least one year of experience at the GS-07 grade level in the Federal service, performing following task: Experience working for a federal, state, local, or tribal child support agency. AND Two (2) of the following items: Analyzing child support and/or other social services program operations and implementations. Monitoring grantee compliance of child support services and/or other social service programs with regulations and performance standards. Assisting in providing technical guidance to child support services and/or other social service program grantees. OR Education: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR Combination: Education and experience may be combined to meet the specialized experience requirement. You must include transcripts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
