You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT/CLASSIFICATION) in the HUMAN RESOURCES OFFICE (HRO) of ASSTSECNAV M&RA WASHINGTON DC.

Duties

You will provide technical advice and assistance to Secretariat managers and operations personnel in the resolution of difficult staffing problems. You will develop recruitment strategies, pay-setting strategies, short and long range staffing plans to forecast civilian personnel mission requirements, assess employee turnover, and review recruitment practices and local labor market conditions. You will review staffing actions/packages for completeness and compliance in accordance with Secretariat hiring process, Office of Civilian Human Resources (OCHR) hiring process, and other applicable guidelines and regulations. You will execute recruitment, reassignment, and other personnel actions for assigned Secretariat organizations. You will provide advice on various stages of the hiring process, coordinate issues and questions with OCHR and management officials, explain regulations, procedures and determinations to inquiring employees, candidates and supervisors. You will analyze and advise individual positions, assist and advise on the application of new classification standards and supplemental guidance, and provide suggestions/advice to managers on necessary changes/edits to draft PDs. You will serve as a management consultant in designing and planning a current and future workforce and analyze trends and forecast changes in workforce requirements to meet future demands.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time or ad-hoc telework at the discretion of management.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising managers on recruitment strategies; utilizing automated HR tools and systems to accomplish recruitment assignments; AND executing a wide range of personnel actions for a serviced population.
