The Office of Research and Evaluation (ORE) combines empirical evidence and scientific methods to trace the Agency's progress in the fulfillment of its mission. The ORE reports findings to internal and external stakeholders to inform and guide their decisions. With a team of statisticians, analysts, and data management specialists, ORE supports CSOSA's mission and goals.
Duties
Serves as an agency data management authority and performs data management work to plan, develop, implement, and administer systems and databases used to store and retrieve data and develop standards for the handling of data.
Performs data management work to develop and administer databases used to store and retrieve data and develop standards for the handling of data. The work supports the ongoing availability of data that facilitates reporting, client population analysis, predictive studies, and other areas.
Develops interactive Power BI dashboards, reports, metrics, data sets and data flows using Power BI to meet business requirements. Collaborate with stakeholders to understand their data and reporting needs and translate them into effective Power BI solutions. Design and implement efficient data models, ensuring data integrity, accuracy, and optimal performance.
Create and maintain data connections and data refresh schedules to ensure up-to-date and reliable reporting. Design, implement and manage integration between Power BI and Microsoft Azure data platform. Conduct data analysis and provide insights to support business decision making. Optimize Power BI reports and dashboards for performance and usability. Collaborate with cross-functional teams, including data engineers, business analysts, and data scientists, to deliver comprehensive data solutions.
Provide technical guidance and support to end-users, ensuring effective adoption and utilization of Power BI solutions. Document data models, report specifications, and development processes for future reference.
Performs technical troubleshooting, code debugging, and problem solving for data warehousing solutions. Participates in and supports all phases of planning and problem resolution related to data warehousing.
Coordinates implementation of new database strategies on an enterprise-wide basis. Develops and enforces standards and procedures for the storage and retrieval of institutional data.
Maintains an accurate and comprehensive inventory of data, data systems, and data storage.
Assists in implementing effective business analytics practices that drive improved decision making, efficiency, and performance.
Uses inductive reasoning and analogy to gain appreciation of how a collection of raw data may be transformed to address the relevant (data) question(s).
Plans and coordinates the development of data structures and access strategies in alignment with business and mission requirements. Communicates with non-technical business users to determine specific business requirements for reports and business intelligence solutions.
Delivers organized, scalable, and meaningful visualizations, and reports for a wide range of customer needs. Builds creative solutions within constraints of existing networks, systems, and policies. Research opportunities for data acquisition and new uses for existing data.
Listens to, and learns from, business process owners to understand the semantic meaning of transactional records and translates that understanding into the design of reports and visualizations that improve operational effectiveness.
Requirements

- This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below (these competencies must be explained as demonstrated acquired experience in your resume':
Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. An example of this IT-related experience demonstrating this competency may include Performing database and application performance monitoring.
Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. An example of this IT-related experience demonstrating this competency may include Creating and maintaining user roles and assigning privileges in database applications.
Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. An example of this IT-related experience demonstrating this competency may include Expressing information technology information recommendations to employees and managers.
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. An example of this IT-related experience demonstrating this competency may include Assessing and correcting database application configurations.
-AND-In addition to meeting the Basic Requirement, you must also have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for this position is defined in three areas (must meet all three areas):
1. Microsoft (MS) Power BI
Experience using Microsoft (MS) Power BI and its associated software and cloud services as the cloud computing platform to integrate, transform, and consolidate data from various structured and unstructured data systems into a structure that is suitable for building analytics solutions in a data warehouse. Using analytical skills to assess how data-driven operations contribute to the success of an organization.
Developing interactive MS Power BI dashboards, reports, metrics, data sets and data flows using Power BI to meet business requirements. Provide technical guidance and support to end-users, ensuring effective adoption and utilization of Power BI solutions. Document data models, report specifications, and development processes for future reference.
2. Database Management Systems
Experience developing, managing, monitoring, and/or maintaining a major (large) database system or data warehouse and related software that requires the integration of different systems to control data storage, data retrieval, data security, and integrity of data for a sizeable company, organization, agency, or business.
Maintains an accurate and comprehensive inventory of data, data systems, and data storage.
3. Data Management - Which includes experience in the following areas below:
Data Mining
Data Storytelling
Data Visualization
Data Modeling
Data Structure
Data Governance
Data Assets
Processing data extracts using data retrieval and management tools.
