The primary purpose of this position is to serve as a senior Information Technology (IT) Client Support Manager in support of a Geographically-Separated Unit (GSU) with duties normally found in a Communication Squadron or higher headquarters. Air Combat Command (ACC), 53rd Wing (53 WG), 53rd Electronic Warfare Group (53 EWG), 453 Electronic Warfare Squadron (453 EWS), Spectrum Warfare Cyberspace Operations (SWT), Joint Base San Antonio (JBSA)-Lackland, Texas.

Duties

Plans, organizes and directs the activities of the Client Support element, ensuring the element complies with legal and regulatory requirements, meets unit needs, complies with Defense Information Systems Agency (DISA) , Defense Intelligence Agency (DIA) , United States Air Force Warfare Center (USAFWC) , Air Combat Command (ACC) , 690 Intelligence Support Squadron (ISS) and 502 Communications Squadron policies and guidance. Develops, plans, coordinates, and innovates solutions to guarantee and deliver Electronic Warfare Integrated Reprogramming, Mission Planning/EW Analysis and Distributed Mission Operations capabilities across AF, Army, DoD, and coalition partners. Develops, organizes, coordinates, and manages acquisition of IT assets. Develops and implements configuration management plans, which ensure optimization of connectivity throughout the organization.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Must be willing to submit to counterintelligence scope polygraph testing.

  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND DAFMAN 36-142.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M.
  • The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Under crisis operations, incumbent may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Bachelor?s degree and 8 years? experience in a related field or 12 years? experience in an IT-related field is desirable.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Experience identifying, organizing, and planning IT requirements and advising leadership on career goals/progression of the diverse IT professionals (civil service, military and contractor) across multiple work centers is desirable.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in information technology and the skill in applying such knowledge to difficult and complex work assignments. This includes knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. 2. Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc...), weapon systems, and command, control, and mission process, systems, and applications. 3. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. 4. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. 5. Ability to plan, organize, and advise leadership of IT requirements for organization. 6. Ability to maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data estimates, and make effective recommendations under conditions of urgency and pressure. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
