This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position may be subject to organizational compensation limits as identified in the organization's CCAS business rules or separate compensation management strategy.

Duties

Evaluating the effectiveness and performance of Information Technology (IT) networks. Coordinating the installation, testing, operations, troubleshooting, and maintenance of hardware and software to ensure the availability and functionality of enterprise systems. Overseeing the analysis and solution of functional and system support problems, and integrating these solutions into the existing information infrastructure and planned information system architecture. Developing and maintaining a system for establishing priorities in system use and accounting for system use accounting for system use. Developing technical and strategic plans to support functional customer requirements. Serving as the Command representative on working groups and participating on national standardization committee relative to systems administration issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This is an Army Information Assurance (IA) Workforce Position. Selectee must satisfactorily complete the appropriate training and obtain the required certification/recertification for this position.
  • The duties of this position require that the incumbent periodically travel, up to 25% (sometimes on short notice) to worldwide locations, using the fastest mode of transportation available.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to the competencies, one year of specialized experience equivalent to the next lower grade level (NH-2/GS-11) in the Federal service which includes: 1) Providing advice, guidance, and/or recommendations to management and other specialists on critical IT issues for enterprise systems used throughout an organization; 2) Overseeing the implementation, integration, maintenance, and/or management of networked enterprise systems; and 3) Installing, configuring, and maintaining the operating systems environment to include system servers and/or operating systems software. This position is subject to the NH-03 Non-Supervisory Senior Professional control point of the CECOM Control Point Policy.
