The primary purpose of this position is to manage the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide senior leadership and management with innovative, expert management consultant capabilities to improve mission effectiveness and resource savings.

Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting major agency programs and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Designs, plans, and conducts work measurement, methods and procedures, and manpower requirements utilization and engineered time standards: reviews and implements changes to organization and resource controls/programed, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Studies require significant adaptation of work methods and application of manpower/process standards. Provides complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include managing the conduct of comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, and work processes and provide senior leadership and management with innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
