About the Position: Serves as the Assistant Chief of Operations and shift supervisor in complete charge of a shifts. Supervises and directs crews on duty at Fort Sill, OK to include cantonment areas, ranges, and Henry Post Army Airfield, and is responsible to the Deputy Fire Chief for effectiveness of the Operations Branch. Develops and Implements solutions that drive continuous improvement in program efficiency or effectiveness. Work is reviewed through logs and reports.

Duties

Maintain time and attendance records to include approving/disapproving leave requests. Oversees master operational roster and schedules. Adjust daily work schedules in response to changes in workload by determining time constraints and the availability of personnel. Recommend awards, promotions, and disciplinary actions based on employee performance. Establish job and performance requirements, evaluate performance to counsel employees on management guidelines and provide constructive feedback. Oversee all activities for the execution of the Operations Branch; ensure the program meets established regulatory goals and objectives. Serves as the all-hazard Incident Commander with a specialization in Operations. Responds to and takes charge on all request for assistance. Remains current with technology, tools, trends, and evolving practices in firefighting and fire prevention. Discusses immediate fire hazards and deficiencies with responsible installation officials and work with Prevention staff to recommend solutions and compliance measure. Utilize authority delegated by the Fire Chief to manage program functions in the Operations Branch. In concert with the Fire Chief and other supervisors, develops plans, procedures, methods, and techniques to provide and sustain an efficient and effective fire suppression and rescue force. Works under the general supervision of the Deputy Fire Chief who assigns work in broad terms based on the overall goals and objectives of the Fire and Emergency Services Division.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Clearance.
  • Maintains a government motor vehicle license, operates government vehicles in performance of assigned duties.
  • Employee is required to work 72 hours per week (144 hours per pay period), 48-hour shifts which includes holidays. Is subject to recall.
  • Incumbent must meet and/or maintain all required certifications and/or qualification as directed by current Federal, DOD, DA, and Installation guidance.
  • THIS POSITION IS COVERED BY THE CIVILIAN DRUG ABUSE TESTING PROGRAM. INCUMBENT IS REQUIRED TO SIGN A DA FORM 5019-R, "CONDITION OF EMPLOYMENT FOR CERTAIN CIVILIAN POSITIONS IDENTIFIED AS CRITICAL UNDER THE DRUG ABUSE TESTING PROGRAM.
  • Position requires rotating shift work.
  • Incumbent must be able to pass a per-employment physical and annual physical thereafter.
  • Permanent Change of Station (PCS) Expenses are NOT authorized.
  • Recruitment/Relocation/Retention Incentive may be authorized.
  • Defense National Relocation Program will NOT be authorized.
  • Required to use personal protective equipment as appropriate and complies with safety and health directives (OSHA).

Qualifications

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) control or extinguish fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations such as vehicle rescue, aircraft crash firefighting and industrial accidents; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) control hazardous materials incidents; and/or (6) develop, implement, or provide training in fire protection and prevention.. Selective Placement Factor: To qualify for this position, at the time of appointment, the incumbent must first be certified in each of the below certification and then continue to maintain the following DoD Firefighter Certification levels: HazMat Incident Commander Firefighter I Firefighter II Airport FF Fire Instructor I Fire Instructor II Fire Inspector I Fire Inspector II Fire Officer I Fire Officer II Fire Officer III You MUST submit a copy of the certification listed under the Required Documents section of this announcement.
