In this position you will serve as a Human Resource Specialist performing a variety of services to complex and dynamic organizations with a wide range of professional, scientific, administrative and/or highly technical positions.

Provides recruitment and placement services to assigned installation-level organizations.
Performs recruitment and placement, and affirmative employment advisory services. Identifies the true nature of management problems and considers them from the total personnel management viewpoint.
Participates in special initiatives, studies and projects, and affirmative employment activities.
Coordinates local, Air Force, Priority Placement Program (PPP) & Office of Personnel Management (OPM) priorities and makes qualification determinations.
Assists management with direct hire authority process to include extending tentative job offers; works with management on any incentives/superior qualifications; works with selectee for pre-employment activities in order to establish firm effective date. Updates Defense Civilian Personnel Data System (DCPDS), as appropriate.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Position, Administrative and Management positions located here.
GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year (52 weeks) of which was equivalent to the next lower broadband (NH-01), equivalent to the next lower grade (GS-04) or equivalent in other pay systems. General experience is described as experience with Federal Human Resources management program requirements, and HR principles, concepts, practices and techniques; knowledge and use of the provisions of a variety of public laws, executive orders, special initiatives, inquires, solve problems and federal regulations regarding recruitment and placement, affirmative employment, and other civilian personnel programs; identifies and develops solutions related to program improvement; applying basic principles, provisions, laws, regulations, practices, and techniques during recruitment efforts; gathering and analyzing facts in order to draw conclusions from information and experience in communicating that information clearly in writing and orally.

Education: Enrollment in a 4-year course of study leading to a bachelor's degree.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Knowledge, Skills and Abilities:
1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
6.Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determination.
7. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems.
8. Knowledge and understanding of complex Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines.
9. Knowledge of the provisions of a variety of public laws, Executive Orders, and Federal regulations regarding recruitment and placement, affirmative employment, labor relations and employee relations.
10. Skill in advising management on controversial or sensitive, complex, and difficult recruitment and placement, affirmative employment issues/problems, labor relations and employee relations.
