PURPOSE: To provides guidance, consultation, and assistance to management and employees on employee and labor relations matters.

Plans, organizes, and directs the labor relations program. Negotiates, develops, and implements policies in the areas of employee and labor relations.
Administers labor relations program. Completes staff work for a variety of actions including Unfair Labor Practice (ULP) agency position papers, grievances and appeals, union complaints, Congressional inquiries, etc., within limited time frames, in accordance with regulatory and/or priority requirements.
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by
subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Assists management in preparing for contract negotiation by providing effective procedural points, practical information, basic negotiating techniques, and initial and fallback positions that reflect technical competence and sound judgment. Represents management as technical advisor, or as chief negotiator, for negotiation of extremely complicated issues.
Participates in high-level meetings, conferences, workgroups, special projects and initiatives, and performs special
assignments.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standard
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience includes completing staff work for a variety of actions including Unfair Labor Practice (ULP) agency position papers, grievances and appeals, union complaints, Congressional inquiries, etc., within limited time frames, in accordance with regulatory and/or priority requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of complex Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines.
2. Knowledge of the provisions of a variety of public laws, Executive Orders, and Federal regulations regarding recruitment and placement, affirmative employment, labor relations and employee relations.
3. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems.
4. Knowledge of management and installation missions and objectives and their implications on personnel administration programs at an installation or otherwise diverse and complex organization or installation.
