In this position you will administer appointing and associated authorities on behalf of the Installation Commander and manages and directs the staff of the Civilian Personnel Sections (CPS).

Administers appointing and associated Title V authorities on behalf of the Commander for federal civil service personnel. Ensures personnel management actions taken conform with the laws and regulations governing federal civilian personnel and negotiated labor-management agreements. Ensures the installation's personnel action requests are properly prioritized by AFPC OL staff; obtains MAJCOM staff support as needed
Advises the TW Commander, key managers, and supervisors on the full range of civilian human resource management which includes requirements, accessions, development, sustainment, and separations. Analyzes or oversees the analysis of work force profiles to assess the degree to which available skills fulfill work requirements
Integrates the objectives and requirements of civilian human resource management with allied and related programs which include but are not limited to finance and budget, manpower and organization, safety, security, staff judge advocate, EEO complaints and resolution, and mobilization planning.
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work
Manages the Civilian Personnel Section. Prepares budget requirements and executes the CPS budget which includes such items as travel, per diem, supplies, and equipment

- May be required to travel by military and/or civilian aircraft in the performance of official duties
- May be required to work overtime

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience in all aspects of civilian personnel including working knowledge of the concepts, laws, rules, and regulations governing federal appropriated fund and NAF civilian personnel management, human resources and force management principles, concepts, laws, rules, and regulations governing federal civilian personnel management, knowledge of financial, budget, resource management practices and principles, skill in analyzing a wide variety of workforce data to provide recommendations for improving the human resource management programs, ability to manage a human resource office (e.g., budgeting, space management, safety, etc.) and knowledge of safety, security, personnel management and EEO regulations, practices, and procedures.
Knowledge, Skills and Abilities:
1. Knowledge of the laws, rules, and regulations governing federal civilian personnel management.
2. Knowledge of civilian pay budget policies and procedures.
3. Skill in analyzing a wide variety of workforce data to provide recommendations for improving the human resource management program.
4. Skill in written and oral communication to present issues and recommendations.
5. Ability to lead, manage, and supervise a moderate to large sized staff.
6. Ability to manage a human resource office (e.g., budgeting, space management, safety, etc.)
