The primary purpose of this position is to ensure the proper application of pay regulations, and consistency of input on payroll actions; such as appointments, promotions, pay adjustments, reassignments, awards, and separations pertaining to civilian employees of the Department of Veterans Affairs. These actions affect employees under the General Schedule System, Federal Wage System, Executive Service System, the Veterans Health Services and Research Administration, Title 38 and Hybrid 38.
Duties
The core duties of the position include but are not limited to the following:
Process a full range of payroll actions to ensure in an automated system for employees appointed under different personnel systems with unique pay accounts.
Processes a full range of official pay actions for two personnel systems which have distinctly different pay structures, controls, and limitations.
Demonstrates initiative, dependability and flexibility in making appropriate judgment and decisions that best represent the facility.
Works independently in the performance of administrative duties and possesses interpersonal skills to work with all levels of personnel.
Communicates with various agencies and individuals, interviews individuals to collect a variety of personal information and performs routine office functions.
Work Schedule: Monday - Friday | 7:45 AM to 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-07 position you must have served 52 weeks at the GS-06 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
In addition to meeting the Time-in-Grade requirement, applicants must also meet the specialized experience below.

You may qualify based on your experience as described below: GS-7 Grade Level:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Demonstrating ability to understand standardized rules and regulations/procedures for timekeeping.
Preparing reports.
Using computer equipment and a variety of software applications.
Communicating with a wide variety of employees and supervisors.
Processing time and attendance records.
***PREFERRED EXPERIENCE: The best qualified applicant will have previous Civilian Payroll Technician experience in a federal agency. The highly qualified applicant will have previous Civilian Pay Technician experience in a federal agency and will possess the following experience: Processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and documented experience working with payroll systems such as DCPS, VATAS, VISTA and PAID.****

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
PHYSICAL REQUIREMENTS: The work places no special physical demands on the employee. There is a high level of stress due to demanding deadlines and the need for a high degree of accuracy. There is also a requirement for some walking, standing, bending and carrying of light items. Work is performed in a office setting where the work area is typically lighted, heated and ventilated.
