The Lead Timekeeper is located in Nursing Service, which provides guidance and leadership in directing functions for a segmented portion of employees at the Mountain Home VAMC. The incumbent will lead at least 3 or more timekeeper(s) for at least 25% of the time, whom perform a variety of duties and are responsible for a full range of timekeeping duties under and automated system.

Duties

The core duties of this position include but are not limited to: Maintains the Computerized Enhanced Time and Attendance systems and computerized schedule systems. Audit Computerized Enhanced Time and Attendance systems and computerized schedule systems. Knowledge of tours of duty and different pay entitlement systems. Performs clerical/administrative duties that support the coordinating communications, managing assignment of work planning, resolving complaints, administering and/or facilitating aspects of the timekeeping systems. Manage assignment of work planning and scheduling, resolving complaints, administering and/or facilitating aspects of the timekeeping systems. Distribute, balance workload and organize the work structure of assigned areas. Ability to set priorities and carry out assignments independently. Train others on the Computerized Enhanced Time and Attendance systems, computerized schedule systems and Title 38 and General Schedule regulations. Audit and train other on the LEAF system. Provide guidance to staff to include changes in policies, procedures and regulations. Verifies the review of timekeeping reports. Coordinate timekeeping functions with Supervisors, Service Chiefs, employees, timekeepers and Payroll. Identify and resolve discrepancies correctly and resolve day-to-day conflicts. Ensures coverage of all areas of responsibility, quality of work and accurate and timely posting of tours/time. Reports all difficulties in meeting deadlines and/or staff members difficulties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In addition to meeting the Time-in-Grade requirement, applicants must also meet the specialized experience below. You may qualify based on your experience as described below: GS-6 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Monitoring work assignments. Maintaining timekeeping related files/records. Ensuring that each category of personnel is coded correctly. Providing explanation for all unusual occurrences such as authorized absence, absence without leave, travel status, etc. and recording through the remarks section of the computerized Enhanced Time and Attendance system. Demonstrating knowledge of time and leave regulations as they are related to the functions of the service. Identifying and resolving discrepancies correctly and quickly. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work requires the ability to move around the office and carry light items up to 10 pounds, such as office files, papers and book; requires walking, standing, bending and sitting for long periods of time.
