The Departmental Office of Civil Rights (DOCR) is seeking experts to serve as points of contact for Human Capital, Strategic Planning, Performance Management, and Information Technology initiatives. These designated experts also perform other functions consistent with those supporting office of administration services and will be classified under the Program and Management Analyst – GS-0343 series at the GS-13 grade level.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience processing and utilizing information technology systems supporting human resources, procurement, or financial management
Experience gathering, analyzing, and evaluating data and interpreting trends, determined cause, and recommended possible courses of actions to implement best business practices and enhance work performance.
Experience planning and leading projects to improve business service efficiency/productivity.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
