This position is located in the Office of Human Resources (OHR). The OHR is responsible for directing and managing human resources management program for the agency. The purpose of this position is to serve as the Associate Director of Position Classification and is responsible for planning, developing, implementing, administering, and evaluating the classification program for the agency.
Duties
As a Supervisory HR Specialist (Classification) GS-0201-14, your typical work assignments may include:
Identifying priorities and resolution of problem areas to ensure operational soundness of the program.
Planning, development and coordination of special position classification studies that assure full compliance with OPM regulatory requirements.
Reviewing decisions from classification appeal process and determines the extent to which the decision affects classification within the agency.
Originating solutions to difficult classification issues involving complex, controversial, often unique, situations characterized by their breadth, importance and precedent setting nature.
Designing, developing and/or implementing innovative position structures and jobs that
contribute to improving the organization, and that improve organizational and costs
effectiveness, efficiency and flexibility.

In order to qualify for the GS-14 grade level, applicants must possess at least one year of experience (52 weeks) performing at the next lower grade level (GS-13) work such as:
Work experience evaluating the classification, position management and organizational management program to identify deficiencies in regulatory guidance and revises policies to reach optimum operational efficiencies;
Work experience designing, developing and/or implementing innovative position structures and jobs that contribute to improving the organization, and that improve organizational and costs effectiveness, efficiency and flexibility; and
Work experience providing expert advisory, consultative, and technical services to educate managers on classification issues.

TIME-IN-GRADE REQUIREMENTS
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 for the GS-14. (NOTE: All current Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive).
NOTE. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
