You will serve as a SAFETY & OCCUPATIONAL HEALTH MANAGER in the SAFETY DIVISION of NAVFAC SOUTHWEST.

Duties

You will advise or guide others in clear and concise terms to explain safety program objectives You will evaluate effectiveness of safety training to adjust training as necessary You will recommend methods to management to eliminate or control unsafe acts or conditions identified in inspections and survey You will advise commands on best methods and practices to establish and administer activity safety programs. You will be responsible for managing the RCOMA program and must have or be able to obtain Radiation Safety Officer qualifications.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You must be able to successfully complete the following training courses within prescribed timeframe: OPNAVINST 5100.23 series and the NAVFAC Safety Community Management Plan.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes during periodic inspections and development and evaluation of hazard controls.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: assisting in planning, organizing, operating, executing, and evaluating major elements of an Occupational Safety and Health program to include safety policy, safety risk management, and safety assurance; AND have a detailed knowledge of inspection/surveillance techniques and documentation procedures.
