You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMET, BUDGET DIVISION of TRIDENT REFIT FACILITY, BANGOR.

Duties

You will advise others on the interpretation of laws, regulations, policies, or guidelines related to government budgets or finances. You will use software capabilities (e.g., Excel, Access, or similar software) to process, review, and report on financial data. You will analyze and resolve issues within financial processes, controls, or information. You will advise customers regarding financial guidance, policy, and procedures.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I/II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector utilizing automated financial management systems to formulate budget estimates and report obligations and expenditures; analyzing transactional data for identifying trends; and developing recommendations for improved financial controls or budgetary practices. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing a financial management program to develop and implement financial controls over accounting, budgetary, or financial systems and increase the efficiency of operations. Education

FOR THE GS-11

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a Ph.D. or equivalent doctoral degree, or
  • Successful completion of 2 full years of progressively higher level graduate education leading to such a degree, or
  • Successful completion of a LL.M., if related to the position being filled, or
  • A combination of experience and graduate education as described above that equates to one year of experience
