About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the Office of the Chief of Staff of the Army, Program Mangement Directorate located at the Pentagon, Washington DC.

Duties

Serves as the Program Budget Officer responsible for all fiscal aspects of a Secretary of the Army program. Performs all aspects of the planning, analysis, formulation, justification, presentation, execution, and review of current and prior year budgets and reimbursement of funds to the Army. Operates with full technical authority and responsibility for directing and administering the budget activities to ensure optimal effectiveness, efficiency and utilization of resources. Exercises supervisory authority and responsibility in planning, scheduling, coordinating, and directing the work of the budget cell. Verifies that obligations and expenditures occur on a timely basis according to the regulatory controls, and are within amount provided for reimbursement of funds. Provides expert guidance and assistance in support of the development of long-range project and budget planning documents to support the life cycle management, of highly complex, intensively managed, automated information management programs. Modifies budget estimates as necessary to conform to deadlines and program directions. Advises on the time phasing of budget plans to coincide with funding and payments to contractors for completion upon milestone in development, procurement, or modification of outside agency request. Maintains continuous liaison with related program and budget representatives of Department of the Army, Office of the Secretary of Defense and other federal agencies. Assure mutual understanding of objectives and proper interpretation of guidance, policies, and procedures on program and budget formulation and execution matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May be required to take a counterintelligence scope polygraph examination, if required for Special Access Program.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Temporary Duty (TDY) travel may be required at 25% or less of the time.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position, failure to obtain this certification within the required time may subject the incumbent to adverse action.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
