The primary purpose of this position is to Serve as organization's senior information security official accountable for the information security compliance of the LevelUP software factory and the Unified Platform mission system.
Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Command, Control, Communications, Intelligence and Networks Directorate (HN), Cryptologic and Cyber Systems Division (HNC), Joint Base San Antonio-Lackland.
Duties
Leads, plans, facilitates, and executes cyber and information security strategy for software and/or other digital services (cyber, cloud, platform, data, and/or artificial intelligence) through the following execution phases: design, development, installation, test, implementation, modification, documentation and follow-on maintenance.
Represents the organization to a variety of headquarters, installation and functional area organizations across the Department of Defense and the Air Force.
Exercises supervisory personnel management responsibilities.
Requirements

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
- Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.

- Employee is required to file an OGE Form 450 (Confidential Financial Disclosure Report) upon appointment and will be required to file annually in accordance with the Joint Ethics Regulations.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications
This is a GG-14 position in the Cyber Excepted Service (CES) The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).
BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of cybersecurity, network concepts, and must apply professional training or concepts gained through experience to discern the capabilities and shortfall of complex systems in a Software Factory environment. Knowledge of cybersecurity to develop new methods, approaches, and procedures. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Ability to drive complex, government-wide technology and technology policy initiatives from conception through implementation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of cyber and information security applications for software, digital services, tools and applications, emerging technologies and their applications to business processes and development, application and implementation to DoD/AF system platforms and mission objectives.
2. Ability to use collaboration and technology to implement Cybersecurity safeguards for the delivery of software systems and digital services to customers, including the development of tools and other support forms to encourage the adoption of these digital services.
3. Ability to conduct substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues.
4. Knowledge of software and/or digital product design that incorporates best practices for Cybersecurity, organization structures, and structural relationships in support of digital service management. Ability to manage a staff and carry out all phases of personnel management responsibilities.
5. Knowledge of the principles and methods to identify, analyze, specify, design, and manage software and digital service requirements and desired customer features; includes translating requirements into technical requirements use for design or presenting alternative technologies or approaches.
6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
