Join a dynamic team responsible for formulation, execution and reporting of the NIH budget. The OB serves as the NIH focal point for the
interpretation, preparation, dissemination, and implementation of the HHS and Office of Management and Budget (OMB) financial policies and
procedures. The ideal candidate will have experience effectively and skillfully managing budget execution and financial data analysis in support of an organization.
Duties
As a Senior Budget Analyst, you will:
Perform a wide variety of advisory, technical, and analytical duties associated with the formulation, review, and analysis of budget models, trend analyses and the execution of the approved operating budget.
Independently review, analyze, and edit budget estimates and allotment requests for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines. Recommend or make necessary changes and revisions.
Prepare operating levels based upon estimates and supporting justifications.
Develop the necessary budget back-up data for OMB and Congressional hearings as required.
Participate in briefings on budget analyses of financial operations of assigned IC(s)/organization and assist the Branch Chief.
Develop financial plans for the assigned appropriation(s) under your cognizance through the use of financial and other reports, assuring adherence to prescribed NIH policies and procedures, approved programs, authorizing legislative directives and other limitations.
Review, analyze and make recommendations on all reprogramming requests and direct the preparation of reprogramming requests to be forwarded to the Appropriations Committees.
Record and verify all transfers between sub-activities and request reprogramming documents when not initiated by the IC/ organization.
Provide advice and recommendations on all aspects of the assigned operating budget(s) to the Branch Chief and other NIH management officials.
Prepare periodic and special budgetary reports, materials and data required by NIH.
Perform other duties as assigned.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector by independently leading all the administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Leading the creation and implementation of financial management system procedures to prevent overspending and unauthorized release of funds.
