The purpose of the work is to contribute to the full implementation of the academic programming to promote academic excellence, and to recruit VANEEP and EISP graduates to the BPVAHCS. This position serves as Program Support Assistant to assist in the facilitation of the Bay Pines VA Healthcare System's fully integrated VANEEP and EISP Training Programs. The position is responsible for helping foster recruitment of the program participants, which includes ensuring program compliance.
Duties
Duties consist of the following, but are not limited to:
Program Administration to include recruitment, program compliance, problem resolution and monitoring and tracking of financial activities.
Compiles and maintains orientation programs.
Initiates and tracks requirements for VANEEP and EISP.
Assures that all program requirements are established and managed within the guidelines of the VHA National Scholarship program office as well as national directives.
Initiates awareness and promotes of new educational opportunities.
Working knowledge of Microsoft Office to include Access, Excel, TMS and VISTA.
Initiates training program agreements.
Coordinates with representatives of major educational institutions to establish and maintain solid working relationships.
Executes necessary facets of fund control expenditures.
Assists with development and coordination for VANEEP and EISP policies.
Consults, advises and integrates VAHCS trainee educational activities.
Processes student billing, negotiating with student programs on discrepancies to ensure final bills are accurate and processes payments.
Performs research to ensure compliance with accreditation standards.
Utilizes administrative skills, analyzes and uses accounting formulas to complete VANEEP and EISP Annual Business Plan.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collect and compile data; Prepare, execute and/or tracks program specific information; Maintain real-time budget analyses of expenditures and obligations of funds; Prepare budget reports and projections; Data entry experience; ADPAC experience; Extensive experience as a purchase card holder and fund control point clerk; Experience with VA financial management systems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary, but due to the physical separation of Employee Training Support Section and other ESS offices, some walking is needed. Basic room set up, such as moving tables and/or chairs on wheels may rarely be requested with educational programs sponsored by the service
