The primary purpose of this position is to serve as staff level program activation manager, responsible for planning for the development, acquisition, integration, field support, modernization of the environment. Responsible for life cycle planning and execution, integrating agencies providing development, acquisition, and sustainment.
Duties
Develops complete strategic and tactical plans to support programs activation impacting the community
Provides technical guidance, advisory support and assistance on a wide range of interoperability, communications and computer issues, and the overall command and control community
Interprets Air Force acquisition and program management directives
Review financial and non-financial program data to determine if project plans and budgets are accurate and overall system performance is being achieved as projected to support the command and control mission.
Represents the organization and higher management echelons and provide status information on assigned projects/programs, as required, in high level meeting and discussions with senior government officials both within and outside the DOD and within the international community.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Develop and implement new policies and procedures to improve organizational efficiency. Reviews program data to determine recommendations to improve system performance. Prepare and present reports on work in progress to management on behalf of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the laws, principles, policies, and practices of systems design, specifications development and an understanding of acquisition, program management, and organizational functions involved in lifecycle sustainment support. Understanding the policies, procedures, and corporate review process id highly desirable.
Knowledge of theories and the principles of support planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured
Knowledge of the mission, functions, and organizational structures, operations, and roles of DOD, Air Force, and other entities that govern, interface with, and/or influence the systems planning and lifecycle sustainment process
Knowledge of operational mission integration into roadmap for common operating picture within the Global Information Grid to enhance sensor to shooter effectiveness through the mission capabilities of platforms and organizations that provide communications, security, contracting and mobilization support.
Skill in inter-organizational planning, organizing, and overseeing critical aspects of development, production, and support of system , subsystems, or equipment.
Ability to integrate, analyze, and manage a variety of operational data systems in support of research, development, production, and support of s system, subsystem, or equipment. Ability to plan, analyze, and coordinate requirements for funding, contract development, manpower, material, facilities, and services to support a program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
