This position is part of the Defense Human Resources Activity. The incumbent will be responsible for serving as the Shared Services Directorate's Business Management Analyst on various special actions and studies requiring complex and in-depth review and analysis of multiple functional areas that are command-wide in scope. Applies management and analytical techniques to objectively examine, analyze, and prepare solutions to functional, organizational, and systematic problems.
Duties
As a Business Operations Analyst at the GS-0301-14 some of your typical work assignments may include:
Representing Shared Services business operations when required to Senior Executives and Senior Leaders across the Department of Defense inclusive of Military Installations.
Preparing and presenting executive level background and position papers, project/contract business case justifications, Senior Management Review meetings and other required executive briefings.
Representing and acting as an agent of DHRA in assigned capacities often participating in conferences, committees, and work groups of strategic importance to DHRA. Reviewing reports identifying risks, issues and concerns, developing quantitative and qualitative risk assessments where division execution priorities may be affected.
Responsible for the continuous review of actual attainment of established goals and objectives. Provides guidance and status updates on the Shared Services efforts and progress in support of Headquarters, DHRA Business Management Plan.
Providing informed policy advice, guidance and direction, often addressing ad hoc requirements; explaining the agency's facilities and financial operation expenses and issues; ascertaining alternatives, detailing information, and recommending courses of action to the leadership in a dynamic decision-making environment.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Managing contract planning projects;
Applying the understanding of requirements and developments for contract solicitation and purchase order requests;
Developing, recommending, and defining budgetary requirements affecting the financing and accomplishments of important programs/projects;
Analyzing and advising on strategic plans, operations, and organizational impacts; and
Coordinating with subject matter experts, senior executive service leaders, other Federal agencies, and stakeholders to resolve complex policy or programmatic matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
