Duties

As a PROGRAM ANALYST (ICB REGIONAL PLANNER) at the GS-0343-13 some of your typical work assignments may include: Serves as an Institutional Capacity Building (ICB) regional planner and program manager supporting Department of Defense (DoD) and Combatant Commands (COCOMs) security cooperation (SC) process management. Develops, plans, and implements ICB strategies and programs to establish long-term relationships with the United States through foreign military sales and enable Geographic Combatant Command (GCC)s to achieve DoD objectives. Reviews assessments of partner institutional capabilities and analyzes results of partner security capacity assessments. Develops ICB strategies and strategic plans, including Program Objective Memorandum (POM) goals and resource targets, for Title 10 and Title 22, U.S.C. resources, partner-funded efforts, and related programs under DSCA responsibility. Supports the DSCA region-centric relationship management approach by facilitating and maintaining close relationships with GCC and U.S. country team components to understand theater and country level strategies and plans, and how PN institutional capacity considerations factor into these products. Supports the DSCA Director in preparation for meetings, periodic conferences, congressional subcommittee meetings and drafts responses to queries. Tracks, reviews, and recommends changes to GCC partner funded ICB plans and program design to ensure consistent ICB practice, with theater and country plans.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Plans programs such as security cooperation, security assistance, international development, international aid or Institutional Capacity Building (ICB); makes recommendations for program improvements and program planning; Liaisons with policy and program management staffs to ensure security cooperation policy concerns are addressed and incorporated into programs; identifies and reports program implementation challenges to leadership and recommends changes to meet desired goals and outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
