The primary purpose of this position is to serve as first level supervisor/Sr. Resource Advisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the branch; directs and coordinates programming, budgeting, acquisition/contract management, logistics, and information technology support to the Operations Directorate.
Duties
Conducts analyses, reviews, and special studies of budget and/or related information using automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Exercises supervisory personnel management responsibilities.
Plans and organizes acquisition activities and manages service contracts supporting the Directorate.
Represents the Directorate and Resources Division at a variety of Command and installation level meetings, discussions, boards, and planning teams.

- Work may require periodic travel away from normal duty station (CONUS and OCONUS) on military or commercial aircraft.
- Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS11 or equivalent in other pay systems. Examples of specialized experience: (1) Detailed knowledge of policies, precedents, goals, objectives, regulations, and other AF and COCOM and other resource management guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; and budgetary and financial relationships between assigned budget(s) and budgets and command programs they support; (2) Knowledge in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones (e.g., cost-benefit analysis, pro-rating revenues and costs among customers, planning-programming-budgeting, PERT, management by objectives, decision theory, probability theory, linear programming, and inventory replacement theory); and (3) Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts in coordination with the comptroller.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to command programs/organizations.
3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
4. Practical knowledge of federal and Department of Defense contracting and procurement regulations, procedures, and practices and ability to work affectively with contracting specialists to achieve organizational objectives.
5. Skill to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget, program, and contracting problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on management program, financial, and other resources requirements. Ability to plan, organize and direct the daily operations of an organization, to mentor, motivate and evaluate a staff of subordinates, and to review, assess, and recommend changes for the work of assigned staff.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
