This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service (EDU). The incumbent serves as a Management and Program Analyst for the Digital Engagement Team on the Program Integration Office Staff, and reports to the Chief, Digital Engagement Team, Education Service.
Duties
Specific duties include:
The incumbent is responsible for developing, organizing, analyzing, and promoting GI Bill Programs products and services through digital channels - video production, podcasting, graphic design, web, social media, mobile, e-mail.
Plans and develops EDU's digital strategy in compliance with established standards and oversight to ensure content and products effectively communicates benefits information to Veterans, servicemembers, survivors, and their dependents.
Develops plans to implement GI Bill messages, digital toolkits, and campaigns.
Ensures EDU's digital content and products are consistent with existing and evolving web and practices.
Monitors operating programs and activities supporting digital media products to promote GI Bill benefits and services to Veterans, their dependents, or beneficiaries.
The incumbent coordinates, manages, and formulates objectives and operations for new and existing programs within the scope of Digital Engagement.
Outlines appropriate methods of securing required information and develops web and social media items from existing communication plan, surveys, discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar materials.
Coordinates and discusses development of web and social media projects for EDU with Director, EDU and Chief, Digital Engagement Team including coordination with other EDU teams and VBA Offices.
Analyzes management techniques, processes, proven team leading skills and styles for improving organizational effectiveness.
Reviews procedural issues of other VA programs and other agencies as well as newly enacted, or changed legislation dealing with servicemembers' and Veterans' benefits matters to determine the effect upon the web and social media program.
Makes related recommendations as to program action required and prepares necessary directives.
Manages long and short-range activities, milestones, workplans and program initiatives designed to enhance EDU's digital engagement platform and outreach.
Developing and interpreting policies, devising alternatives, and adopting procedures necessary to allow management to implement program decisions and changes.
Deals with issues of both sensitive, or of a high-profile nature while advising leadership on the national, or local impact of changes in process, protocol, or legal statues, which may impact or shapes the future direction of the organization.
Prepares for and gives oral presentations to various audiences within EDU, VBA senior management, department level executives and outside agencies.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of web and social media programs internal and external.
Coordinates with appropriate VBA/VA entity, acts as a resource to leadership and management officials within VBA on program integrity related issues and serves as a liaison and facilitator to ensure appropriate action is taken to bring resolution to each issue.
Develops presentations covering highlights of new material and providing practical applications and examples.
Aids and consults with field offices to maintain web and social media relationships and product development.
Ensures proposed responses are timely, clearly address issues, and are consistent with VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs.
Keeps the management staff informed of the attitudes of users of VA services as well as their reaction to and criticism of those services.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-9, GS-11, GS-12, GS-13.

Virtual: This is a virtual position. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office and AC&L are eligible to apply and remain at their current duty location. Telework for this position is available per agency and program policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/08/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. General Adjustment and Award SF-50's CANNOT be used for time-in-grade verification.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience would typically include but are not limited to, a background and knowledge and experience regarding all education benefits administered by VBA Education Service. A high level of skill and ability to make sound interpretations and applications of legislation pertaining to veterans' education benefits are required, possess general knowledge of other VA benefits available to Veterans and their families, skill in analyzing and proposing resolutions to very complex or sensitive problems related to digital engagement and in applying new developments and methodologies to assigned program areas, to have an understanding of all laws, regulations and policy guidance effecting the administrative of Veterans. education benefits, knowledge of the Veterans Benefits Administration's philosophy, objectives, identified outcomes, as well as the provisions of all laws administered by VBA.

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience would typically include but are not limited to, organize, plan effectively, and conduct basic negotiations with management regarding suggested changes to improve quality, knowledge of the procedures, functions, responsibilities and authorities that interact in the administration and implementation of the Veterans benefits program to engage others within web and social media projects, ability to apply laws, guidelines, regulations and precedent opinions necessary to implement web and social media projects.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Specialized Experience: Applicants must have one year of specialized experience equivalent at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to, ability to apply laws, guidelines, regulations and precedent opinions necessary to implement web and social media projects, comprehensive knowledge of agency programs, policies, and objectives, along with knowledge of the sequence and timing of key program events and milestones, the methodology used to evaluate program accomplishment, and the relationship among various individuals, programs and offices, ability to manage and prioritize multiple assignments concurrently and to execute delivery efficiently and effectively, evaluating the effectiveness of the program managed and developing strategies for making the necessary improvements, anticipate and develop strategies to address issues of potential sensitivity.
Education Substitution: No educational substitute at the GS-12 grade level.
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to, knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, extensive knowledge of the administrative laws, polices, regulation and precedents applicable to the administration of EDU programs, mastery of a wide range of procedures and functions and apply this knowledge to ensure facilitation of web and social media initiatives, possess strong written communication skills to compose content for VBA web and social media initiatives, extensive skills and practical application of web and social media sites to encourage consumers to engage, skill in responding to challenges or criticisms of a professional or political nature, in logically and persuasively addressing concerns, in establishing and maintaining professional credibility, and in gaining the understanding and support of those challenging program policies or professional opinions.
Education Substitution: No educational substitute at the GS-13 grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary, although some slight physical effort may be required
