The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST GS-0301-9 is to conduct 100% of the inventories/inspections of all tool kits assigned to maintenance squadrons within each group.

Duties

Perform 100% inventories/inspections of a squadron's (or multiple squadrons) assigned tool kits. Access the Electronic Facility Equipment Management System (EFEMS) database to review, adjust, and update TKCRLs. Comply and stay abreast of all Air Force, local, and DOD policies concerning the Tool and Equipment Program. Perform administrative functions and maintain cooperative working relationships with team members, customers, and management officials. Coordinate accurate, timely, and fully developed documentation and analysis of data from Inspector/Trainers, with Squadron supervision, and management.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includesapplying analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. OR EDUCATION: Applicant must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 1 full year of graduate level education or superior academic achievement, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed knowledge and understanding of management principles and practices and ability to apply this knowledge to all facets of the AFMC and OO-ALC Tool and Equipment Program. Knowledge of depot maintenance programs and policies, principles, practices, procedures, management policies, administration, supply program, directives, operating instructions, a variety of logistical and industrial management concepts and how they relate specifically to tools, inventories, and tool kits. Knowledge and understanding of major issues, program goals, objectives of the tool program, and sequence and timing of operational events and milestones al the group, complex, and command levels; with the ability to communicate that information to managers, supervisors, and employees. Skill in planning and conducting comprehensive inspection activities to affect the changes necessary to improve the maintenance and policy compliance. Ability to effectively understand trend analysis to quantify 00-ALC inspection opportunities and risks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires some physical exertion, such as frequent walking, standing, stooping, and recurring lifting and carrying of heavy items weighing 25 pounds and over with assistance, such as: papers, boxes, tools, equipment, files, etc., may be required. WORK ENVIRONMENT: The work ls performed in various warehouse and office settings, requiring the use of normal safety precautions necessary for warehouse and office environments. The work area is adequately lighted, heated, and ventilated. Travel to other installations to conduct work, attend conferences or working groups may be required.
