This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent serves in a combatant command-level position providing public affairs advice, authority, technical expertise, and management support to leadership. Works closely with the Assistant to the Secretary of Defense for Public Affairs, Military Services, Transportation Component Commands, and Combatant Commands public affairs in conducting public affairs mission worldwide.

Duties

As a PUBLIC AFFAIRS SPECIALIST at the GS-1035-13 some of your typical work assignments may include: Plans, organizes, directs, and evaluates a major public affairs function with DoD-wide applicability, ensuring public affairs activities comply with legal and regulatory requirements and meet customer needs. Leads initiatives to respond to information requests on the command's program from the news media and specialized and general publics, to include all levels of the DoD, local, state, and federal elected officials and special interest groups, community, and civic organizations. Manages a wide-range of programs, special projects, and initiatives with responsibility for researching, planning, executing, and evaluating complex public affairs operations, programs, policies, and strategies of significant importance and which affect functional areas and multiple organizational levels. Represents the command with a variety of councils, boards, working groups, and panels inside and outside the command, including DoD (Office of the Secretary of Defense, Joint Staff, unified combatant commands and services), and other governmental, nongovernmental, public, civic, service, industry, business, educational, entertainment, think tank, and media organizations. Provides policy, guidance, direction, and assistance to subordinate levels of the organization.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Planning, organizing, directing, and evaluating a major public affairs function with DoD-wide applicability. Developing communication and public affairs plans, strategies, policies, programs, and procedures governing public affairs functions at agency or subordinate levels. Coordinating and executes public affairs plans and communication strategies for internal or external sources or stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
