Duties
The incumbent serves as a Supervisory Management Analyst at the Deference Counterintelligence Service Agency (DCSA). Located in Linthicum, MD.
The purpose of this position is to serve as the primary integrator for Security Training Directorate Information Technology projects and programs required by the operational and supporting elements. The incumbent is specifically responsible for analyzing requirements for Directorate-wide projects that affect its mission. The work requires interpretation and application of a broad range of interrelated functions and processes such as operational learning management systems, program management, risk management IT expertise, financial management, process and system design, development, operations, production, quality assurance and control and metrics. The incumbent maintains close contact across the Security Training Directorate with other Directors, project leads, division chiefs, SMEs and other key personnel including, as required, senior leaders to keep stakeholders fully informed of operational details, schedules and costs; coordinates actions of multiple organizational elements and events and provides overall and detailed guidance and direction during project execution.

- This position requires Acquisition Workforce Advanced Certification in Program Management, but not essential prior to hiring, must be accomplished within 24 months after entry into this position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
