Duties
The primary purpose of this position is: Serves as the Information Operations (IO) Senior Technical Advisor to the USSPACECOM J39 Division Director and receives broad guidance from the J39 Division Director. Incumbent also serves as a Senior Information Operations (IO) Planner. Works under the direct supervision of the J39 Director. Provides broad, general direction and overall control through processes, consultation, or verbal discussion of policies, plans, objectives, and integrating strategies in support of J39 support to the Command. Oversees the accomplishment of a wide range of complex, sometimes short notice, and often unprecedented types of tasks in support of ensuring optimum J39 support to the Command in support of Joint Force Objectives. Exercises initiative, creativity, and executive leadership skills in oversighting programs and initiatives associated with the J39 IO-related Branches. In this capacity, incumbent provides advice and assistance to the J39 and CDRUSSPACECOM to ensure completion of programs and continuity of operations. Incumbent's span of control includes management of day-to-day aspects of the Division's IO responsibilities, coordination across the Command, and management and guidance to Division personnel to ensure optimum use of capability and capacity within the Division. Provides IO expertise and deliberate and crisis action planning support and assists in developing and directing operations in support of USSPACECOM; coordinates with Joint Staff ensuring the availability of IO resources and forces to assist in planning, directing, coordinating, and controlling resources and forces to accomplish missions across the full spectrum of conflict. Identifies equipment, system, tools, and manpower requirements for operational and contingency plans; identifies IO requirements, capabilities, and characteristic shortfalls; develops and proposes concepts for employment of IO and information forces, processes and doctrine to USSPACECOM.
Duties
Oversees and provides recommendations on planning, resourcing, evaluation, analysis, and investigation of information operations (IO) plans in support of USSPACECOM.
Serves as the principal planner and project leader for the planning and development of IO requirements, organizational structure, missions & functions, and operational conduct in support of Service, Joint, and USSPACECOM planning processes and operations.
Coordinates and liaises day-to-day at the O-5/6 and GO/FO/SES levels with lateral and higher headquarters meetings, briefings and conferences.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
- Joint and Service IO and MILDEC experience is critical to the successful completion of the work
- A Bachelor's Degree with a concentration in Human and Social Psychology, Influence Theory, and Communication Strategy or other related fields is desired; higher level studies such as a Master's degree or Ph.D. is highly preferred

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of joint military operational experience, mature judgment, and professional expertise pertaining to perform highly complex and ambiguous assignments that require integration and synthesis of several unrelated disciplines and disparate concepts. Must have specialized knowledge of compartmentalized DoD and interagency planning and operations. Must be able to perform complex concept development, planning, and coordination while advising senior flag officers and corresponding civilian and military leadership at the CJCS and OSD levels; Expert knowledge of U.S. National Security Strategy, National Military Strategy, operational and high-level staff experience, and overall currency in the field of military operations are essential; and Expert knowledge of analytical and evaluative methods plus a thorough understanding of DOD and Joint IO regulations, operations, and force protection programs. Studies and analyses are of such scope that they require a team effort. Projects typically involve development of new approaches to identify meaningful IO identifiers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of compartmented strategic planning regulatory requirements, regulations and directives. Comprehensive and detailed knowledge of the capabilities and limitations of sensitive activities to include the appropriate application of tactics, techniques, and procedures to the planning and execution of military operations at all levels.
Knowledge of information operations' core, supporting, and related capabilities (IO, MISO, OPSEC, EW, CO, civil affairs, combat camera, public affairs, and defense support to public diplomacy). Knowledge of the other core, supporting, and related Information Related Capabilities (IRCs) and competencies to assist USSPACECOM planners as required.
Knowledge and staff planning, execution and monitoring of Joint military and space operations at the tactical through strategic levels gained through well-rounded experience. Makes competent recommendations or influences decisions that may significantly change the interpretation of or influence developing public opinion or policy or program administration in USSPACECOM.
Knowledge of service and joint military doctrine supporting the complete spectrum of military operations.
Skill in applying a wide range of research and analytical methods sufficient to assess program requirements and develop long-range plans for complex support services programs.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
