Duties
As a Lead Contract Specialist is responsible for and manages the full range of contract management functions including all pre and post award functions on assigned procurements.
Advises the Contracting Officer and Morale, Welfare and Recreation (MWR) Program Manager in the formulation of acquisition strategies.
Provides technical guidance and expert assistance to subordinate garrison operations and outside agencies in the execution of Nonappropriated (NAF) contracts. Interprets policy and provides guidance to customers, colleagues and subordinates.
Takes initiative and seeks ways to improve the efficiencies of operations. Researches alternatives and develops methodologies. Recommends improvements in contracting procedures and initiates corrective action.
Develops and generates management information reports. Uses automated procurement system in the performance of duties.
Requirements

- Selected applicant must have the ability to acquire and maintain a contracting officer's warrant
Qualifications
Standard Qualifications:
Work experience directly related to the duties to be performed and which includes extensive knowledge of procurement regulations, contract laws, acquisition planning, government and commercial procurement practices, contract policies and procedures, and knowledge and skill in negotiation techniques.
Must have excellent organizational skills and be highly skilled in written and verbal communication.
Highly Qualified:
Must possess at least three (3) or more years of Non-appropriated Fund (NAF) and/or Appropriated Fund (APF) contracting experience with service and supply contracts.
Possess an existing contracting officer's warrant with the Federal Government.
Possess Defense Acquisition University (DAU) certifications.
