About the Position: Serves as a Human Resources (HR) Analyst performing a variety of duties relating to the responsibility and administration for civilian General Schedule (GS) or Federal Wage System (FWS) employees. Serves as advisor to the HR Manager and Senior Leadership in the areas of HR administration, support, policies, and customer service.

Duties

Serves as the HR Analyst for civilian personnel and is the point of contact for supervisors, managers, and the Civilian Personnel Advisory Center (CPAC) on recruitment and other personnel actions. Advises supervisors and managers with recruitment and position management. Implements new HR program changes, policies, and special projects. Keeps abreast of automation updates and needs in systems such as DCPDS, AUTONOA, ATAAPS, and Defense Civilian Payroll System (DCPS) to allow incorporation of those tools in the program evaluation and operations aspects of the HR mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes using 1) analytical methods to identify, evaluate, and recommend alternative solutions to civilian human resources recruitment and placement; 2) explaining civilian human resources laws, regulations, and procedures e.g. pay setting and employment eligibility; and 3) assist with job analyses, creating specialized experience statements and competencies for best qualified criteria to send to HR Partners. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceHR Information Systems ApplicationStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
