This is a full performance level, non-supervisory position that is located in the Veterans Health Administration of the Department of Veterans. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).
Duties
Major duties and responsibilities include but are not limited to:
Researches and analyzes complex and critical data and makes recommendations for identifying discrepancies and improving data management processes based on the analysis of the data
Develops and maintains a variety of databases, conducts statistical analysis and generates a variety of reports
Develops, implements, coordinates and maintains a tracking system of analysis of productivity metrics
Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas
Develops background and management options available to deal with complex system planning and implementation problems
Ensures that applications and reports are complete, that all technical requirements are met, and all implementation requirements are accurately identified
Performs a wide range of non-routine program and administrative functions that are essential to the program
Reviews materials with regards to compliance with standards of external bodies and accrediting agencies
Analyzes data, identifies trends and communicates concerns or issues
Communicates with various groups, services and teams to gather information, discuss recommendations and coordinate improvement activities
Provides support for compliance, process improvement and training activities; and
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the following analytical and evaluative methods and techniques related to health care management principles to evaluate and improve the efficiency and effectiveness of program operations; planning and conducting projects and studies to evaluate and recommend ways of improving business processes, statistical, financial, and data processing techniques and software, graphics software, and word processing; VCL clinical missions, programs to study and analyze procedures related to provision of medical care and provider usage to balance workload and validate data quality; oral and written presentations.
You will be rated on the following Competencies for this position:

Organizational Performance Analysis: Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Manages and Organizes Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
